QHSE Policy Overview
At Horizon Boring Contracting LLC, Quality, Health, Safety and Environment (QHSE) are part of how we plan, manage and execute every project.
Our work in Horizontal Directional Drilling (HDD), Pipe Jacking, Thrust Boring and Shoring involves specialized equipment, underground utilities, excavation activities and demanding site conditions. We therefore approach every project with clear procedures, responsible supervision and a strong focus on protecting our people, our clients, surrounding infrastructure and the environment.
As a Dubai based trenchless technology contractor, we continuously work to improve our operational methods and management processes while maintaining the standards expected for infrastructure works across the UAE.
Quality Policy
Quality management is a cornerstone of Horizon Boring’s operational culture and business approach.
We do not view quality as a final inspection. It is considered throughout the project lifecycle from planning and equipment selection to site execution and performance monitoring.
By combining experienced personnel, suitable technology and practical project controls, we aim to provide solutions that meet client objectives while delivering added value.
Health & Safety
The nature of trenchless and underground construction demands constant attention to safety. Heavy machinery, excavation, underground utilities and active road environments can present significant risks if they are not properly controlled.
At Horizon Boring, health and safety are a priority in all business activities. Our teams are expected to follow established site procedures, use appropriate personal protective equipment and carry out their responsibilities with care and awareness.
Before and during operations, site conditions and potential hazards are considered so that suitable control measures can be implemented.

Horizon Boring uses methods such as Horizontal Directional Drilling, Pipe Jacking and Thrust Boring to support non-disruptive underground crossings while reducing the need for extensive surface excavation.
Where applicable, our project teams consider the impact of operations on the surrounding environment and work to control site disturbance responsibly.
